The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are fought: hopeful statements are released from multiple capitals. Considerable effort is expended on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from across the border, a capacity provided through current data. From witness perspectives, defense planes that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons engaged: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely provided by partner states. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to grim resignation: maybe the incoming missile won't cause damage this time, sparing the city from catastrophe and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's vital need on international aid – a need that European nations are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, no doubt, endure.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration works based on a principle well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is impossible to compel Moscow to abandon the areas that it already controls in Ukraine's south or east.

The issue is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from assuming that the situation will not shift further in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until conditions improve in its benefit.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
