Sheff Wed Faces a 'Significant Problem', States Independent Regulator

'We will play a key role in football's future' - football oversight chief the new chairman

The Championship club's current difficulties represent a a "significant problem" and the football regulator is aiming to acquire authority to look into club affairs in similar circumstances, the recently named head the official has announced.

During an extensive discussion, the chairman, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporter groups connected to the Championship side this week.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on several different times, including in last month.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for English football and this week we have met fan representatives.

"We're now looking to get powers... which will allow us to have Wednesday and comparable cases submitted for our review if they need to be investigated and addressed."

Economic Challenges and Proprietorship Status

The club's controversial proprietor the Thai businessman stated during the off-season he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with potential new owners.

Failure to pay player wages on time in spring months led to sanctions by the league officials in mid-year, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

Kogan said: "Our role exists to serve the supporters of Wednesday, Bury or any football club where supporters are loyal to a local institution that has been part of their lives in numerous instances.

"I completely understand Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the supporters."

When asked if the authority might compel an owner to sell a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is commence engagement with an specific team, an particular chairman, without being able to work with that proprietor to address the problems affecting the organization and the owner's facing," Kogan said.

"However, realistically, when you examine the past of the game, over the past few decades there have been some owners, few in number, but some who have been irresponsible in the way which they've been managing their teams and eventually decline to assume obligation for the coming years."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to detail the scope of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the football community fails, the extraordinary progress that's been made could disappear swiftly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a major achievement - we've got to keep it going.

"Substantial financial resources entering the sport and has come into football for the recent generations, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the Premier League's sporting equality, but the chairman responded: "I'm absolutely committed to the success and growth as an financial organization of the top division.

"As someone who appreciates the worry about compromising the top flight as an elite competition of this country. But concurrently, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, indeed, they have been advising us privately they have a high level of reassurance."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in 2020.

The official provided financial support for government minister the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I am presently disconnected from any sort of politics."
